The European Commission (EC) has published the European Union Deforestation Regulation (EUDR) Information System User Guide for Economic Operators (Version 3.0)1. The guide, updated on 16 September 2026 provides further practical guidance for operators utilising the system to meet EUDR requirements.
The EUDR Information System is an online platform for the submission and management of Due Diligence Statements (DDS) and Simplified Declarations. It allows operators to provide the information required under the EUDR, including product details and information on the origin of relevant commodities and products.
Updated Guidance for Economic Operators
The updated User Guide2 provides step-by-step guidance on key functions of the Information System, including:
- registering an account and setting up EU Login;
- assigning the appropriate user role;
- creating, submitting, and managing Due Diligence Statements and Simplified Declarations;
- managing the lifecycle of submissions;
- using the dashboard;
- searching previous submissions; and
- using the grouping function, where applicable.
The system also supports the submission of geolocation information and allows users to manage Due Diligence Statements and Simplified Declarations through its online dashboard. The Commission has also provided further clarification on EUDR roles and responsibilities, including procedures relating to the re-import of relevant products into the European Union3. For qualifying re-imports, where the re-importer has not received the original reference number(s) from its supplier, the Commission allows a conventional reference number to be used in the customs declaration. The prescribed format for re-imports is 22EU2222222222.
What This Means for the Malaysian Palm Oil Industry
For Malaysian palm oil exporters, familiarity with the EUDR Information System will be increasingly important as implementation approaches.
Although the responsibility for submitting a Due Diligence Statement will depend on an entity’s role under the EUDR, EU operators may require information from their Malaysian suppliers to support compliance obligations. This may include information relating to product origin, geolocation, traceability and legality.
Training Sessions on the EUDR Information System (October 2026)
The European Commission will also conduct virtual training sessions on the use of the EUDR Information System, covering the submission of Due Diligence Statements and Simplified Declarations as follows:
- Due Diligence Statements for upstream operators:
